The Collapse of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are delivered from multiple capitals. Significant resources is allocated on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon engaged a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those full day illustrated Ukraine's vital need on international aid – a dependence that neighboring countries are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its benefit in the coming year.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until situations evolve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
